Headwaters Housing Development Corporation
The Headwaters Housing Development Corporation (HHDC), incorporated on April 20, 1998, is a subsidiary corporation of Headwaters Regional Development Commission (HRDC). The HHDC is a non – profit housing development corporation with 501(c)3 status, that was created specifically to deal with an inadequate supply of affordable housing throughout the Region.
From this vision a mission statement was developed which is:

HHDC offers many services, including: School Built Construction Program
In 1999, the HHDC began operations by taking over the school built construction program from Beltrami County HRA. They currently build two homes per year with the Bemidji High School in the City of Bemidji. Click Here to see a listing of the homes that are currently available for purchase.
Affordable New Construction
HHDC has an affordable new construction program to construct modest homes available for sale to low and moderate income households in the Region. The homes are currently being constructed by a variety of sources including private contractors
Conifer Estates is a twenty unit supportive and transitional housing project in the City of Bemidji. Financing for the project was provided by Minnesota Housing Finance Agency (MHFA), Greater Minnesota Housing Fund (GMHF), and Federal Home Loan Bank through First National Bank of Bemidji. The Beltrami County HRA is the owner of the facility and has executed a Facility Lease and Management Agreement with Headwaters Housing Development Corporation in which the organizations have agreed that the facility will be operated exclusively by HHDC under the terms of the agreements with MHFA. HHDC has contracted with DW Jones, Inc. to provide property management services and case management services are provided by Bi-CAP, Inc., Red Lake Housing and Leech Lake Housing. HHDC supports the Home Buyer Education, Coaching, and Financial Literacy services provided by the Headwaters Regional Development Commission. Home Buyer Education is provided through the Home Stretch Program.
